The paper, titled “Publishing Authors from Montenegro in WoS vs. Priorities of the Smart Specialization Strategy,” was authored by researchers Prof. dr Đuro Kutlača, Assistant Doc. dr Sandra Tinaj, and MSc Bojana Mališić.
One of the most important activities of the scientific research community is the writing of scientific papers. Publication of scientific papers in journals referenced in WoS databases is a key criterion for advancement in a scientific and academic career in Montenegro. In this research paper, the method of comparison was used by providing an analysis of the scientific productivity of researchers in Montenegro in the period from 2010 to 2024 in comparison with the priorities of the Smart Specialization Strategy of Montenegro.
The conducted research brought several conclusions. The most important conclusion is that in the years since the adoption of S3, from 2019 to 2024, the number of scientific and technological fields in WoS corresponding to the priority areas of S3 is 15, which is one-third more than in the previous period. This is a direct indicator of a shift in the engagement of Montenegro's scientific community toward science and technology, which more closely align with the priority areas of S3. This is a positive indicator, which, as in the case of the previous finding, should be viewed as an observation and a suggestion to decision-makers to further promote measures and instruments that encourage the engagement of Montenegro's scientific community in the direction of realizing the state's smart specialization strategy.
This paper represents a significant contribution to the academic and scientific community and also promotes and contributes to the importance of the EmpowerHR4Inno project.
